Focus Group Minutes III Oct, 3, 2002

Attending: Jane Wheeler, Gordon MacKenzie, Nancy Waymire, Philip Childress, Tony Caldwell, Starla Warren, Ed Canades, Randy Randazzo, Joseph Hertlein, John Dalessio, Lynn Ann Rosen, Commissioner, Henry Ruhnke.

As per agenda:

  1. Discussed well usage and savings per reports by Tony Caldwell and Philip Childress. Need to have pump company come out and give estimate. Estimate savings of $140 per month. Ed Canades reported on pump condition. Discussed cost of new well, if needed. Starla Warren will get bids.
  2. Tony Caldwell reported on sheet regarding CARE residential discount program. Discount will be available when we are metered.
  3. John Dalessio requested quotes on solar panels, energy costs and savings. Starla will get estimates.
  4. Discussed cost of individually metering the apts, it is in the $300,000 range. Nancy Waymire suggested a flat energy to help defray Housing’s outlay for utilities. Starla will see if HUD would agree with that.
  5. Re: Tenant survey, Starla suggested a tenant survey to see where the tenants stand on housing issues: example: Are you happy with your unit? John Dalessio will get free survey done; he has a volunteer for it.
  6. Philip Childress spoke on the benefits of living here.
  7. Unit and site inspection: Starla wants the focus Group to go on an inspection tour of units by age and rehab. Ed Canades will lead, will be sometime in November due to conflicts with Ed’s schedule.
  8. Energy Conservation efforts. Nancy Waymire reported she had prepared and distributed flyers on electric savings tips, Nancy will prepare another one on water conservation next.
  9. Volunteer work. Nancy reported 100 hours donated by local painting contractor, Dennis Deacon. Starla Warren reported volunteers would be a problem for general contractor hired to do the work. Many problems with volunteer labor, need to have volunteers work outside of the scope of work that general contractor handles.
  10. We need a community contact for volunteers; Randy Randazzo will be the contact. John Dalessio said we were putting the cart before the horse on the subject of general contractors and scope of work.
  11. Mr. Ruhnke, the architect discussed the structural problems we have.
  12. If project is over $96,000, new ADA compliance comes into the project, raising the costs.
  13. Again relocation came into the discussion without resolution.
  14. Philip Childress called for adjournment as it was getting non-productive.
